European Union law, or Union law, is the law of the European Union. All member states must commit to adopting EU law before joining. EU law is essentially divided into primary law and secondary law: Primary law—the EU’s constitutional framework, in a non-technical sense—consists mainly of the founding treaties and the Charter of Fundamental Rights of the European Union. They contain the functioning, objectives, and are the basis for the EU’s actions. Primary law is what establishes the EU in the first place. Secondary law comprises all legal acts adopted autonomously by the EU institutions. These can be regulations, directives, decisions, and resolutions. Secondary law derives from the principles and objectives laid down in the treaties and governs their implementation in the individual member states. Since Union law is a legal order outside of Germany, many legal questions arise. Classically, it concerns the degree of obligation that Union law can claim in the member states and how it can, in this way, reshape national law..
